Suspend a Billing Profile

POST 
/admin_api/v1/billing_profiles/:id/suspend

Suitable for Billing Profiles having status ACTIVE. It doesn't have any effect for other statuses. Suspends the Billing Profile and all the underlying projects and cloud resources. The Billing Profile stays suspended until it is resumed, whatever its balance.
