List Resource Usage

/admin_api/v1/usage

The usage of the resources in scope during [from, to): one entry per resource with the states it went through and the seconds each was in force — the first state with its full values, each later one with only the values that changed — and the seconds it existed in total. Scope is exactly one of project_id, organization_id (every project of the organization) or resource_id; resource_type narrows it. to is capped at now; both bounds are optional. Pages on resource id: pass next_marker back as marker.
