Activate a new Billing Profile

/admin_api/v1/billing_profiles/:id/activate

Suitable for Billing Profiles having status NEW. It doesn't have any effect for other statuses. To resume a suspended billing profile, please use the resume API. This API transitions the Billing profile from NEW to ACTIVE, provisioning access to the cloud and adding promotional credits if configured.
