Create Flavor Category

POST
/admin_api/v1/flavor_categories

Creates a flavor category. Rejected with 400 if one of its flavors is already assigned to a category of the opposite kind — a flavor belongs to bare-metal categories or to non-bare-metal ones, never to both.
