Delete Project

Schedules the project for deletion. OSIE tears down what it owns on every cloud the project lives on, then removes the project; the cloud projects themselves are handed over, not deleted. By default the deletion runs after the grace period and is rejected with 400 while the project still holds cloud resources; cascade=true removes those resources as part of the deletion, and now=true starts the deletion immediately (it always cascades). Returns the project with its new status: SCHEDULED_FOR_DELETION or DELETE_IN_PROGRESS.
