Osie 23.11.0 auto suspension system and message templates

Osie 23.11.0 is now available and ready to be installed.

Here are some of the notable changes in this release:

• Administrators now have the capability to configure automatic suspension for customers with overdue bills or a negative balance.
• Now the content of emails can be modified through message templates

We always recommend to upgrade to the latest release.
For upgrading, follow the upgrade procedure as usual.
